The Ladies of the Circle of Perfection, Prince Hall Affiliation, is dedicated to uniting women in the pursuit of spiritual growth, charitable service, and personal development. Guided by the principles of the Holy Bible and the legacy of Prince Hall Masonry, we strive to uplift our communities, foster lifelong sisterhood, and exemplify the values of faith, compassion, and integrity in all we do.

Chartering and Relationship to the Council of Royal and Select Masters
The Ladies of the Circle of Perfection, Jurisdiction of Maryland, Prince Hall Affiliation, was established on Saturday, March 25, 2006. A delegation traveled to Esther Grand Court, L.O.C.O.P., P.H.A., Commonwealth of Pennsylvania, where the Charter for Naomi Grand Court, L.O.C.O.P., P.H.A., U.D., Maryland, was formally presented on June 9, 2006.
Our vision is centered on community stewardship and a commitment to improving the lives of the less fortunate, while also enriching the lives of our members who serve willingly and faithfully.
The first Royal Grand Perfect Matron was Shirley M. Price, and the first Royal Grand Chief Advisor was Perry W. Stewart, Sr. The 13th and current Royal Grand Perfect Matron for the 2025–2026 term is RM Y. Michelle Dowleyne, PYCH. The current Royal Grand Chief Advisor is Mike White.

The Ladies of the Circle of Perfection (LOCOP), Prince Hall Affiliation, is a distinguished women’s auxiliary organization within Prince Hall York Rite Masonry. Established in the late 1950s, LOCOP was founded to bring together women connected to Prince Hall Masonry, particularly those associated with the Royal & Select Masters, the Order of the Eastern Star, and the Heroines of Jericho. Since its beginnings in New York, LOCOP has grown into a national body, with a General Grand Conference now providing unity and guidance across multiple jurisdictions.
Rooted in the moral and spiritual teachings of the Holy Bible, LOCOP is dedicated to fostering sisterhood, personal growth, education, and community service. Members are committed to upholding principles of charity, leadership, and integrity, while supporting the broader goals of Prince Hall Masonry.
As a vital part of the Masonic family, LOCOP works to build strong communities and lasting bonds among women who share a commitment to service and spiritual development.
